The idea of the `.../tom/lang' directory is for it to contain files for
the tom localization resources.  Each subdirectory of lang is named after
the two character ISO 639 language code for that language, i.e. `en' for
English.  Further subdirectories, if applicable, contain the two-character
ISO 3166 country code for the region of the world where that particular
variation of the language is spoken.  For instance, `en/gb' would contain
information particular to British English, and `en/us' would apply to
American English.  Obviously, information directly in `lang' (and not in a
subdirectory) would contain information for any language.  This is
especially useful when the user has selected a language for which
resources can not be found.  (Maybe the global information would not be
presented in the proper language; at least it is applicable information
instead of absent information.)
