Remembrance Agent was first distributed in Debian GNU/Linux under the GPL (versions
1.41-1 to 1.41-5, which made it into Debian 2.1 'slink') , however this
was due to a mistake in the upstream maintainers:

Unfortunately, the RA has never been under GPL, at least not legally or
intentionally. My best guess is that when we were releasing RA-1.38, one
of the undergraduates working for me mistyped the automake command, leaving
off the "--foreign". Without this tag, automake assumes a GNU distribution
and automatically adds the GPL file "COPYING". In my carelessness I missed
this file in the distribution, and only months later found it and removed
it from my own distribution.
